Regulatory services

The CSTB is notified by the ministries of Ecology and Health for issuing Notices of Ministerial Approval for wastewater treatment plants receiving a gross load of organic pollution less than or equal to 1.2 kg/day (DBO5) (<20 population equivalent).

In accordance with the Technical Specifications order of September 7, 2009, as amended, this approval procedure is intended for:

  • CE-marked products in accordance with the NF EN 12566-3+A2 standard (packaged and/or site assembled domestic wastewater treatment plants);
  • products not covered by the previously cited standard, specifically, reed-bed filters (a specific test protocol is proposed in the technical specifications);
  • products legally manufactured or marketed in another Member State of the European Union or Turkey or in a Member State of the Agreement on the European Economic Area (EEA), with assessments ensuring a level of protection of public health and the environment equivalent to that set out in French regulations.

Processing period

After the application is submitted to the CSTB, the latter performs a technical assessment within 30 business days (if complete information has been provided). Notification of the decision by the ministries is sent three months after receiving the assessment report and user guide from the CSTB.

Notice of approval is published on the website of the Official Journal of the French Republic, and the user guide is available on the ANC (non-collective sanitation) portal of the Ministry of Ecology.
