Assessments

The European Technical Assessment (ETA) was put in place by the Construction Product Regulation (EU regulation no. 305/2011). European Technical Assessments are gradually replacing European Technical Approvals. Valid European Technical Approvals can be used by manufacturers as European Technical Assessments to draft the Declaration of Performance and obtain CE marking of compliant products.

The European Technical Assessment is issued by a technical assessment body, upon the request of a manufacturer, on the basis of a European assessment document prepared in advance. If this European assessment document exists, the technical assessment body uses it as a benchmark to produce the European Technical Assessment. Otherwise, in coordination with the other authorized technical assessment bodies, it must first prepare this European assessment document. This document is drafted and adopted by the EOTA – the European Organisation for Technical Assessment.

Mandatory or voluntary assessment?

Applying for a European Technical Assessment is a voluntary procedure, required to draft a Declaration of Performance and to obtain CE marking on a product not covered or not completely covered by a harmonized European standard.

European Technical Approval Guidelines (ETAG) and European Assessment Documents (EAD) are available on the EOTA website (European Organisation for Technical Assessment).

Applying for a European Technical Assessment

The manufacturer identifies the essential characteristics that it wishes to indicate in its Declaration of Performance and as part of its CE marking. It agrees with the technical assessment body on the scope of its application and on the contractual conditions, and, where applicable, identifies any confidential data.

It compiles a technical file that includes at minimum the following elements: precise technical definition of the product, its intended use(s), the manufacturing principle(s), control over the constancy of performance and demonstrations of the performance levels being declared.

The technical assessment body assesses all of these elements, as well as any additional demonstration elements that are provided as evidence: tests, calculations, etc. It then drafts an assessment report.

Depending on the results obtained, it issues a European Technical Assessment corresponding to the product for the intended use(s).
